Public Hearing for the Wabash Improvement Project

March 2, 2010 @ 5:45 PM

City Hall, 300 Court Street, West Union, WV

            Etta Stadler, in the absence of Mayor Fetty, called the meeting to order at 5:45 PM.  Council members present were Dave Bonnell, George Buechner, Mary Daugherty,  and Lowell McAfee  Guests present were Sheena Hunt, Region VI Planning & Development Council. 

            Etta asked that Sheena Hunt read the project for the Wabash Sewer Improvement Project.  Sheena read as follows:  “The proposed improvements for the Wabash Area are to replace the existing combined sewers for sanitary flows with new sanitary sewers and use the existing combined sewers as storm drains.”  She informed council that it includes manholes, piping changes and no increase to operation or maintenance costs are anticipated.  It is to remove the storm water from the sanitary sewer system as mandated by the WV Department of Environmental Protection.  In the 1974 Community Block Grant Program formed to develop rural areas with water and sewer.  The criteria are:  51% of the population is low/moderate income; slum area or blighted; and a serious or immediate threat to life or health of the residents.  It is also limited to a maximum amount of $1.5 million dollars. 

            Etta asked if there were any questions or comments.  No one commented and the meeting adjourned at 6:00 PM.  The next hearing will be at 2:00PM on March 17, 2010.

 

Regular Meeting,March 2, 2010 @ 6:00 PM

            Mayor Fetty called the Regular Meeting of the Town of West Union Council to order at 6:05 PM. Council members present were Dave Bonnell, George Buechner, Mary Daugherty, Lowell McAfee, Nancy Travis, and Etta Stadler, Recorder.  Guest present was Duane Reynolds.

            Motion was made to approve the minutes by George Buechner; seconded by Lowell McAfee and approved by council.  Lowell McAfee motioned to approve the invoices presented and those incoming;  Dave Bonnell seconded and council approved. 

            A resident on Court Street asked that they be allowed to rent a space for their vehicle.  They would be glad to pay the usual monthly fee.  I informed her, when she asked that the council was no longer issuing “reserved” spaces.  The only one still outstanding was for Carpet Outlet and it was grandfathered.  George Buechner motioned to table the request; Lowell McAfee seconded and council approved.  It will be discussed at the next meeting.

            After reviewing the financial statements/audit, Lowell McAfee noted that incorrect terms of office were listed.  Etta will inform the auditor that they must be corrected prior to submission to the State Auditor’s office. 

            Chief Turner was not present, but forwarded his reports for December 2009 and January 2010.  They are as follows:  December he issued 37 Warnings; 10 Speeding; 1 citation each for expired registration, operators, and motor vehicle inspection; no seat belt; and no insurance. He responded to the following criminal complaints:  2 Dog complaints; 5 DUI patrols; 4 drug complaints; 2 child neglect/abuse and 1 each for domestic, welfare check, destruction of property, DUI, assault, stolen vehicle, stolen motor cycle, harassment, and public intoxication; and 3 court appearances.   Chief Turner ahd 2 call outs for suspicious persons and 1 bank alarm.  His arrests were for 1 DUI, 1 assault, 1 juvenile petition and 1 destruction of property.   January 2010 includes the following citations, one each for expired motor vehicle inspection and expired registration.  Criminal complaints were 1 each for destruction of property, accident investigation, grand larceny, and assist DUI.  He has 2 assists for DHHR, 3 each domestic and child abuse investigations.  Turner’s report included 2 court appearances, 4 drug investigations, 1 each callouts for an altercation and home alarm.  He had 1 felony arrest and 2 misdemeanor arrests.  Motion was made by Lowell McAfee to approve the report; Nancy Travis seconded and council approved. 

            George Buechner motioned to authorize Myla Thorpe, with a hold harmless agreement, to work at the Wastewater Plant to accrue hours towards maintaining her certification.  The motion was seconded by Nancy Travis and council approved. 

            Dave and Lowell reported on the condition of the truck for the maintenance department.  Mayor Fetty requested that they be on a committee to view quotes for the truck. They accepted the challenge.  Walter is to obtain quotes on a ¾ T Heavy Duty truck from several vendors, requesting the state bid price.

            Motion to adjourn was made by Dave Bonnell at 7:15 PM.

Special Meeting for a Public Hearing on the Wabash Sewer Improvement Project

       In the absence of Mayor Fetty, Etta Stadler, Recorder, called the meeting to order.  Present were council members Dave Bonnell, Lowell McAfee, and Etta Stadler, Recorder.  Absent were council members George Buechner, Mary Daugherty, Nancy Travis, and Mayor Robert Fetty.  Guests present were Duane Reynolds, Plant Supervisor, and Sheena Hunt, Region VI Planning and Development Council. 

       Etta relinquished the floor to Sheena Hunt to read the project description as follows:

“The proposed improvements for the Wabash Area are to replace the existing combined sewers for sanitary flows with new sanitary sewers and use the existing combined sewers as storm drains.”    It included manholes, piping changes and no increase to operation or maintenance costs is anticipated.  It is to remove the storm water from the sanitary sewer system as mandated by the WV Department of Environmental Protection.
