Regular Meeting Mayor Langfitt called the meeting to order at 6:15 PM.
Council members present were George Buechner, Dave Bonnell, Mary
Daugherty, James Lowell McAfee, Nancy Travis, and Etta Stadler, recorder.
Guests present were Gerald Turner, Duane Reynolds and Walter Kelley.
George Buechner motioned to approve the minutes of the February meeting;
Lowell McAfee seconded and council approved.
Nancy Travis motioned to approve the current and any incoming invoices.
Mary Daugherty seconded and council approved.
Sheena Hunt was present to present Requisition IV for the Greenwood
Project. Lowell McAfee motioned to
approve Req. IV in the amount of $12,292.00.
Dave Bonnell seconded the motion and council approved.
Trey Hornor, Hornor Brothers Engineers, after checking the references
provided, recommended we select Mike Enyart & Sons, the low bidder on the
Greenwood Project. Motion was made
by George Buechner to award the Greenwood Contract to Mike Enyart & Sons on
March 5th. The motion
was seconded by Lowell McAfee and approved unanimously.
E-911 Addressing & Mapping representatives, Ashley and Vickie were
present to discuss the naming of a couple of suggested roads.
They asked if someone would be available to ride the roads, that are
still unknown, and they could be put on GPS coordinates.
Etta commented she would be available Monday or Tuesday, March 16 or 17.
They will call with a time to drive some of the streets.
Camera will need internet access to continue programming for the Police
department. Netzero, DSL, is
available at 22.95 for 3 months and then 29.95 for the remaining 9 months.
Nancy Travis motioned to approve the addition of DSL internet.
Mary Daugherty seconded and council approved.
Chief Gerald Turner talked to the council about his current DOS program
by Megg Associates for National Incident Based Reporting.
It is no longer supported or available.
It is and has been a difficult dinosaur of a program.
Others, as recommended by the WV Division of Criminal Justice, range in
price from $1,495.00 to $15,000.00.
One of the programs used in Harrison county is approximately $1,800.00.
We will get quotes and endeavor to stay under $2,000.00.
The Jeep vehicle was deemed by Harry Green Chevrolet as very costly
to repair to be road worthy. The
frame is rusted and they did not check the computer or fuel problem.
No decision was made regarding the jeep for the water and wastewater
employees.
The ordinance for the water rate increase was presented to council.
It is based on minimal increases over a five year period, with a 15%
increase in June. Etta sent it to
Robert Rodecker to review the language and format of the document. Rodecker will also be joining in the conference call with the
Regional Jail Authority, PSC of WV, and Duane Reynolds and Etta Stadler on April
7th regarding the testing equipment at the NCRJail and the Greenwood
water project.
Duane Reynolds was present to discuss his conference call with Alana
Slack, Burgess and Niple, and Don Lewis, WV DEP Environmental Engineering
Division. They worked out an
agreement to modify our stormwater permit with a plan for closing three CSO
outlets and smoke testing all areas, prior to April 2010.
We are also to apply for funding for the balance of the project.
There is training and safety equipment to be purchased in the next few
months. Motion was made by Lowell
McAfee to approve the WVDEP permit modifications.
Mary Daugherty seconded and council approved.
The overall costs to the town will be approximately $30,000 this year.
Duane continued with the Bureau of
Health testing of the Middle Island Creek for the Ecoli. The results, per the Bureau of Health, are outside the
guidelines and we will be required to test for Cryptosporidium this year.
The tests are to be on two specific days each month for 24 months at
approximately $370/per test. George
Buechner motioned to begin the Cryptosporidium testing and to cease the Ecoli
testing. Dave Bonnell seconded the
motion and council approved.
Regarding the appointment to the Doddridge County Economic Development
Authority, Mayor Langfitt asked Robert Fetty and he would be willing to
represent the town at the meetings.
Lowell McAfee motioned to appoint Robert Fetty as the town’s representative on
the DCEDA board. Dave Bonnell
seconded and the council approved.
Dave Bonnell motioned to adjourn at 8:05 PM.

Special Meeting for Budget
March 24, 2009 at 6:00 PM

Mayor Langfitt, was absent, so Etta Stadler called the meeting to order
at 6:00 PM to approve the budget for 2009-2010.
Council members present were Lowell McAfee, Dave Bonnell, George
Buechner, Mary Daugherty, Nancy Travis, and Etta Stadler, Recorder.
Guests present were Larry Marrs and Robert Fetty.
Council reviewed the budget and the decrease in county revenues for the
upcoming year. Motion was made by Lowell McAfee to approve the budget
resolution. George Buechner
seconded the motion and council approved
Etta informed council of the possible need to transfer funds to pay
incoming invoices. Motion was made
by Lowell McAffee to transfer funds, if needed.
George Buechner seconded and council approved.
Etta asked council if a member could be added as a signature on all
accounts, in the event there might be an emergency.
George Buechner motioned to add Lowell McAfee as a third signature on all
bank accounts. Mary Daugherty
seconded the motion and council approved.
Motion to adjourn at 6:30 PM was made by Nancy Travis; seconded by George
Buechner, and approved by council.
